Any TPGS without a website, address, phone number or email are usually "self-slabbers" who grade their own coins, sell them, and don't accept submissions from the general public. These companies are not recommended unless one can tell, first-hand, that the coin is authentic, problem free (not cleaned or damaged), and graded appropriately. INB International Numismatic Bureau is a company that sells high grade coins (mostly modern) and they are over graded. If you have ever searched unsearched rolls of coins then you know it's impossible to find so many MS69-MS70-PR70 coins and they sell them in bulk. They grade their own coins and that's a conflict of interest.
Below are a couple of links of ebay sellers that sell these coins and I suggest ebay buyers not to purchase these coins. Many you can't even see the coin, your just bidding on a stack of coins and have to take their word that the coins are as high of grade as they claim.
