Just curious - why are these selling for so much?

I just got the one below from an elderly neighbor who I do shopping for, and immediately recognized it was the prior design. But the red markings were most noticeable, so I looked it up out of curiosity:
Doesn't seem to be particularly rare, especially in circulated condition. Even double face value seems like more than I would have expected. But triple? What gives?

Thanks, Paul. I did stumble across that website yesterday when I did my initial search, but it still left me wondering why the "plain" notes were going for so much. The "star" note (like Mike's) I could understand a bit of a premium. But to Mike's point, I guess the value is whatever someone is willing to pay!
