This coin was mechanically damaged after mint, some call them dryer coins but it is most certainly a damaged coin and NOT a mint error of any kind. You will never see a coin listed as an error on error-ref.com or in a reputable grading holder as a mint error.

The mint doesn't roll their own coins, at least not all of them, they out source that and these are considered mint rolls. But no one can tell you if you should open them or not.

I agree, it could have been cleaned but these are also common dates and people put these back by the brilliant uncirculated rolls all the time.

The "Prime Focal" areas are where your eye travels to 1st when viewing the surface of the coin.

Any contact mark/scuff/surface disturbance, in those areas is considered a more than average negative.

It is really hard to tell as your photos have to high a magnification. You be able to have a photo of the FULL Obverse and Reverse of the coin. Based on what I can see looks like toning.

Dies are polished in order to prolong their life/usefulness. Sometimes grease/polish fills devices on the die and so when striking coins the details come out partial or missing. This is a common thing that happens and rarely adds any value unless it takes out a lot more of the details.

Too much magnification reveals things our eyes typically miss, but anomalies that are commonplace b/c the printing process does not make perfect bills on the microscopic level. Anything magnified too much shows flaws.

It is not be a RPM. I think the date was 1989 when they started placing the mint mark on the Master Hub. As such no more RPM or OMM.

Confirming copasetic coin capture...congratulations 😊 The 5 has a die chip. A cud is specifically a die chip attached to the rim of the coin. Die deterioration doubling.
