Misaligned Die, & it's a 1985-P Dime, not a 1965.

I see nothing more than a worn rim and a rim ding here and a slight misaligned die which is within mint specs.

I literally handle Morgans with these marks weekly, graded and ungraded. I've examined them under the scope, tried to remove them in the past, so I knew it would not come off. It can't it's a planchet impurity. It is always going to look like this. I don't know why my answer was ignored here.

both cases we see here is minor misaligned dies and they are common on coins and are within mint specs.

Go to error-ref.com and look up die chip.

Also watching the short videos at the link will show how something like this is impossible to have been deliberately engraved into the die
