It’s a polished business strike, you can tell by some of the original luster inside the numbers and letters.

This coin has an obverse delamination and environmental damage, so it’s not worth sending off.

I recommend using Heritage sold auctions but it’s really all guesswork based on a similar, already sold out examples.

True view images are not an accurate description of a coin 80% of the time. Also, you can download larger images to share here. Your image here isn't large enough to be certain why PCGS thought it was questionable.

You didn't do anything wrong and we're looking at images. Maybe try to send them to another company or have someone examine in hand, they're nice coins, but some are questionably toned.

We can tell you that, the restoration is a consultation service first, they determine if it can be conserved so this question cannot be answered here. It takes lots of education, experience and seeing a coin in hand for conservation.

When someone states they don’t trust their dealers but don’t know the coin minting process nor what a proof is, then I decline to help. The dealers are telling you the truth, but for that you mistrust them or you assume they can’t be trusted. No cool. Just ask about your coins. Thanks

Your scales might be rounding up from 2.5 grams. Does it weigh in tenths? I use a jeweler's scale.

I too have talked to coin graders, one is still working at NGC, others have worked for both, some are now dealers. It is a fact they spend less than a half minute on common coins. It can be verified.

You can't restore copper cents, if you do then they will be considered damaged or questionable and will not grade straight. Acetone will not hurt, but acetone only removes PVC residue, tape or glue.

Coins tone and wear differently and can tone in several different hues and colors, nothing about this coin leads me to think it's special in any way. The surface was more than likely messed with or was exposed to something to cause this.

No it does not but no one can tell you insider PCGS secrets unless they work there, I don't care if one has sent a million coins to PCGS for grading, you still would be guessing unless you worked for PCGS.
