It's obviously been struck twice so the doubling is causing it to look like a large date. Sorry this is not double struck. The pictures are too fuzzy to tell for sure, but it looks like the date took a hit in circulation or, as Daniel said, strike doubling. A double struck coin looks a lot differen...

People make the mistake of thinking all odd looking coins are collectable coins sought by the coin hobby. A person wanting to find something the hobby is interested in has to know how error coins are made by knowing the minting process and the die making process. Otherwise expect to get fooled time ...

Apmex may or may not get the coins they send direct from the Mexican mint. I do not know.
