I have seen these things on ebay... for now, many are bad enough that even a novice collector who knows how to compare between the PCGS website and the ebay photos can ID a fake, but they are getting better as time goes on

Another way they are duping people is they may post a photo of a real coin and then sending a fake coin.

One good point about eBay is that in such a case the buyer most likely will get back their money. I have bought other items on eBay that were not as pictured and been fully refunded without having to pay shipping to return the item. Pictures must be included though. So I take a pic of what I got and put it side by side with their pics. I nicely tell them I assume they made an error, but if the situation cannot be solved without me having to spend any more money, I will open a case against them with eBay. Even one who was giving me problems with a broken tool immediately refunded my money when I opened an eBay case against them.

I think a lot of sellers overseas tend to expect people will just let the issue drop.

Another said my package was delivered. I told them I sit where I can always see mail being delivered and it was NOT delivered. I looked up the name of the "postal service" they used and it was a sham website. When I mentioned this and threatened an eBay case, I got my item sent... and this time it came.
