Trying to Identify Cause of Damage

Curious to know if anyone has seen this kind of damage on a silver coin? It is the reverse of an 1829 Half Dime. Mainly what would have caused whatever that is between the eagle's chin an wing. I cant tell if its melted, soldered on, or what. I don't think it happened at the mint, as I cannot find any info on this type of error occurring for this year and coin type. Any insight would be appreciated. Thanks!

I think it's hard to say but it appears to be PMD ( post mint damage).

Yeah, I figured as much. Mainly trying to see if anyone can tell what caused it. Thank you for your response!

Looks to have been soldered and used as a broach as one time, then removed.

That is my guess as well. Its the only way I can think of to account for the blob. Nothing at the mint would do this.
