The stuff on the back of the coin is really hard glue that's going to let the pros take it off

Coins such as this were often post mint Counterstamped with designs intended for promotional purposes........ and then glued to the stock which was handed out for that promotion.

This is most likely from Littelton coins as they had a big push on these back during the Bicentennial celebration.
