Hello and Good morning. Yes, this a 1943 Steel Cent in very bad condition . What is your exact question ?
In 1943 the US was fighting in WWII and a copper shortage led them to issue steel pennies. These pennies are made of steel and coated in zinc. They have the same design as the other wheat pennies. The US minted the 1943 steel penny with no mint mark and also the 1943 D steel penny and 1943 S steel penny.

In this condition, your coin is worth a couple cents, keep it. There aren't many things in coin collecting that you can pay off a car with.

I could pay off my car by selling my entire collection at face value ($156.37) and still have plenty left over for a pair of used windshield wiper blades.

I'm really not sure exactly what are asking. All I can tell you is; it is a normal every day well circulated 1943 steel cent.
When asking to have a coin looked atDO NOT just say "What Error is this?", "What do you think about this coin and what is the value?" or "What can you tell me about this coin?". What you need to say is “Is this a DDO FS-101?” “I what looks like Doubling on Liberty”, “Just SW under N of United is that a die chip? ETC. if it sticks to a magnet then it's worth a few cents because it's normal. You coin is rusted but not copper.
