Heavy 40% Half

I recently discovered this heavy 40% half while roll hunting(part of a minor collection dump). Is it within tolerances, or would this be considered some type of error?

I need to add something to Earls in tolerance weights. The ones he posted are straight out of mint. Because of circulation wear they may actually be a little lower then what the Mint considers within tolerance.
