Question about a 2017 A series $5 bill star note

Say 3,450,000 in "G" District. I understand what it mean"s Less Rare on the scale. My question is this. What does the run size scale mean? It shows 250,000 and marked a little more

In my opinion, Collector's are looking for Unusual numbers rather than the run . Examples: Low numbers , repeaters , binary etc. or bills like this from my collection. Good Luck .

would a star note starting with 000 be in the low number range? and thank you
