Hey everyone this is a mystery to me! Is this a mint error or wrong planchet? Any help would be appreciated!

Obviously you don't know this but these are posted here all the time and they're mechanically spooned coins. So damaged.

Measure the diameter of this coin, & compare with mint specifications.
