Is this a coin that may be worth grading? Is it in fact a rpm? About what would the grade be?

I can barely see the Mintmark . Can you get closer ? With a Mintage of over 217 Million , these are very common coins . They are going for any where between a few dollars to around $10 in MS-65 on ebay.

Is this coin rezinced? if it was, the new zinc plating might cause some problems and make the illusion of a rpm.

Yes, thanks, but it was glitching. I was having problems with the submit button also. When I hit submit it would take me to the "full editor & preview" screen instead, and THEN submit would work.
