PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). Considering that there were no DDO/DDRs in this year (you can check it on variety vista) I'd call it machine doubling. That's some nice example though!

When you find something you think might be a doubled die or RPM, her is how to get immediate answers instead of waiting for someone to answer you:

If you do not find it there using this easy method, then you most likely have a damaged coin or other issues like (non collectable) machine doubling, die deterioration doubling, etc. (look these up at error-ref.com)

In this case you have machine doubling (strike doubling, push doubling etc.):
