Looks Like Environmental Damage. IMHO.

It's not a missing clad layer but you should provide a weight for you coin and side views of the edge.

When inspecting coins that may be missing their clad layer, "Weight" is necessary for positive identification.

These dollar coins are not clad coins. So it cannot be missing a clad layer.

A clad coin is a coin having multiple layers of metal in it. Looking, for example, at the side of a clad quarter you see a silver-looking top layer, a copper center, and a silver-looking bottom layer.

What you see on your coin is most is discoloration and similar to what metal detectorists find coins with this kind of discoloration all the time.

So you have an environmentally damaged coin if the thickness/weight turns out to be what it should.

If it is thinner than normal, then you would likely have a coin made on a thin planchet.
