1982 P Washington quarter dollar

Located between the 1 and 9 on the obverse is some sort of rim anomaly. Never seen this before. Can anyone advise as to whether this is a mint error or post mint damage? Thanks!

it's a die chip, no extra value though, too minor. Notice: this is misinformation, I agree with Paul and Daniel.

This does not look any die chip I have ever seen before .....

If you look at the outer rim area, it appears to be a heavy pointed contact mark which has folded a small amount of metal onto the obverse surface.
