2000 P dime with split from top of head to mouth. Is this error or damage?

It appears to be a scratch on the coin, and some stains. Next time, when you post, please provide a detailed question about the coin in question, not in the title. it would save both yours and our member’s time, thank you for your cooperation.

Yeh, it looks like grease or some kind of staining , Environmental Damage.

It's a little difficult to see exactly what's going on with the way this coin was imaged....

We have had too many posts where people have never taken the time to go through Daniel's 1st topic on the Home page: B/c people do not take the time to review Daniel's rules, we get numerous posts where we have to keep asking for more and more info in order to give an answer. This not only makes the person posting not get their answer as soon as they would have, but it also means members have to keep asking and returning to the topic to see if enough information has yet been given.
If you go through that link above, and just make sure your posts are according to the guidelines, it will help everyone here.

The area where the split is actually a raised area like 2 coins put together. Also does it look like a "s" attached to the y in Liberty? Thanks to all of you.

It might be the "stained" area is a spot of glue or some other foreign substance making the area raised. Also please see the following (fun to watch!) short videos on how coins are made. You will see nothing in the process which would produce what is on your coin and, especially when they show how the dies are made, you can see how extra design elements/letters etc. are not going to be possible at the mint.

Now to throw in a monkey wrench...there is a rare event called a "dropped letter," which can show an extra letter (but not raised on the coin). Yours is not one of those. Go to error-ref.com and look that up if interested.
