Couple of things I noted. It appears the lower portion of the TES of STATES the O and the lower part of the F in OF along with the second U of PLUBUS appear to be abraded some what. One last thing I see which usually only happens with the hammer die (Obverse) is a very slight misaligned die (uncommon do to the collar being on the neck of the anvil die) on the Reverse (anvil) die.

Take a closer look at the reverse of this coin.

Notice that there is a slight skew to the strike, from 1 o'clock to 7 o'clock.

… And since we know that the obverse has a very deep device in the shoulder and in the coat/vest area of Lincoln, the die pressure of the reverse in the lower area of these outer device letters will be weaker.

This is quite common… But it's just easy to call it a form of die plugging.

What Paul is saying, even though this is EXTREMELY common and adds NO value, this is the result of the die design, on the obverse die, is proportionately higher relief than the opposing reverse die, and it failed to completely fill the die cavity and that resulted in a weak letter on the reverse.
