PM’s are for issues, technical and personal, but not for coin questions (refer to number 5 on this list). Re: 1996 Error Penny
There have been a few unplated planchets that slip through. Much more common is acid stripped after mint damage.
The telltale signs of that are an overall slight mushiness and a few little remnant bits of copper in the protected corners of letters and such. But you need to check with a microscope.
