2018 d quater Georgia annealing error?

Is this quarter a mint error? Or it has been improperly cleaned?

Outside of its colour I don't see any errors - and when it comes to that it's most likely artificially toned (some people do this to modern coins for fun). Anyways, I thinks it looks nice!

I do not see any annealing error in the images you have posted

I agree - not an annealing error.
