Your coin appears to be what is discussed below.

Different causes of stripes on coins are not fully understood
By Mike Diamond
Published: Sep 30, 2014, 9 AM
The article shows pictures of a cent with improper allow mix ("Woody") and also pictures of a cent with tightly spaced parallel lines across its entire OBV. After pointing out the differences, Mike says:
"In all the cases discussed so far, the stripes are level with the surrounding field and design. In other cases, the lines are incuse. I have, for example, come across three 2000-D Virginia quarter dollars with incuse lines present on both faces that continue over the design rim. Something must have scarified the surface of the strip, or possibly the blank. One candidate is the rotating descaling brushes used to clean clad and core strip prior to their entry into the bonding mill. The carbon-steel bristles can potentially scratch the surface of the strip. If these scratches are deep enough, they can persist through the strike."
Red emphasis added.

it'd be kind of hard to have one side shining and the other side so dull I thot that where rinsed and polished all at once together how would one side skip that or is it just environmental toning from something getting on it the reading is pretty clean to me

Only one side can be affected, that is the nature of this and your coin is stained as well. You can find roller marks which are near the same thing on one side of Morgan Dollars.

This subject comes up enough times I decided to make a graphic. Feel free to save for reference and share.
