Is this a mint error or post mint damage?

I came across this 1988 Philadelphia Lincoln Cent today. I have researched variety vista, and copper coinage and cannot find a known error like this. I thought perhaps someone may have taken another cent and smashed it, but I cannot make a determination either way. Any information would be greatly appreciated.

Hi, I am a new member. My brother has a 1928 penny that was minted on a wrong size planchette. The planchette is very thin and smaller than a normal penny planchette but larger than a dime planchette. This looks to be a real penny planchette error but I am not sure. I would love to get your opinions. Once I figure out how to post the pictures, I will add it to this post.

No such thing as a million dollar mint error unless you find a copper 1943 cent, as a matter of fact you would be extremely lucky to find a coin worth a few hundred dollars.
