We can't tell you what metal your coin is made of, you have to weigh your coin and call local coin dealers, a refinery or jewelry shop to XRF test the metal if it weighs the weight of another planchet not used on state quarters.

As Daniel has said, find the weight and compare to a normal quarter.
Here is a coin weight tolerances chart: We do see a lot of off color coins here and the answer typically is environmental toning/staining.

Could be - better pics might tell. But even if it is a plated coin, then it is considered damaged and will never be valuable to the hobby. The US mint never made these in gold or any other off metal (although silver was used for proof sets).
Many of the State Quarters were plated by various companies and with various metals hoping make tons of money selling face value coins at highly inflated prices. The buyers were taken for a ride.
