1989 Nickel cud error?

Hello,
I'm new here and after years of occasionally looking through my pocket change I have found something interesting but I'm not sure if it's an actual cud or somebody's attempt at welding.
It is a 1989 Nickle minted in Philadelphia. Any help in settling if it is a true error or not would be greatly appreciated.

That's not a cud someone soldered or welded something to that nickel.
