I can't tell what coin this quarter is muled with, maybe somebody here can help

If you are talking about that ring on the obverse, that is the "Ring of Death" caused by a coin wrapping machine when they crimp the end of the roll. This is not a error.

No that is not what I am talking about.... Look more closely and you will see what I mean. Al around the edges, all over Washington's face, on both sides of the coin you will see what I see if you actually observe closely

Look to the left of the L in liberty and you can clearly see a capital E.... Look by the year and you can see other characters behind it....

You do not have an error/variety coin. It is all Post Mint Damage

The "ring of death" is there and prominent, but in your pictures I see the issue you are seeing as well.
We only have 2 dimensional pictures, you have the coin in hand where you can rotate it and see the light reflecting off at different angle etc.
In your picture I can see what you say looks like an E and to the right of the date I also see what could be taken for a design element also.
Of course the first logical answer, and the only thing we can do from the pictures, is say this is a case of pareidolia. To settle this, I your coin would need to be seen in hand by someone like our member Paul who is the Wisconsin State Representative for CONECA and a master die variety examiner.
Grading companies GRADE coins, they do not try to find errors on things sent to them.
If you sent this to them it would come back slabbed with a grade and you would be out a ton of money. When you tried to ask then why they did not look at it to ID if this is an error, you would get no reply.
