If you lay another coin over the top of this one, does the outer circumference match the markings on your coin?
(This does not necessarily have to be a one cent coin)

I agree. It looks like the line is an imprint from the rim of a coin that was laid on top of this one and then hit lightly with a (?) hammer.

I really hate to admit it, but you can produce the same result by putting a thicker coin (like a nickel or quarter) and pressing it down HARD on the penny below and get the same general result, I only use that method on bent coins to bend them back to the better shape for spending them. Because the value of a coin that is bent after it left the mint is only face value and nothing more.
