Lamination? NGC Decided not to add it
This was received July 28, and is expected to be delivered today from NGC.
NGC said I messed the paperwork up, and they graded it, not noticing that black cloud over the eagle.
I wanted a professional opinion, but lost out on this deal.

Even zooming in on the NGC image, it's difficult to tell - no depth perception:

But given the color gradient around the edges, perhaps a stain of some sort? Something in contact with that area of the coin at some point? There is no other toning...
Just some thoughts.

They said you messed up the paperwork but went ahead and graded it? So is this saying they took your money and graded the coin before finding out what you actually wanted them to do?NGC said I messed the paperwork up, and they graded it, not noticing that black cloud over the eagle.

It doesn’t make sense, they have always fixed any mistakes I made, they would make more money with mint error fees so why not work in a fix?
Also I thought NGC and PCGS no longer grade delamination because of how they sonically seal their slabs could cause damage to the coin.
So I am really confused on this on this one and it’s not even eye appealing enough to add a premium to the coin.

When I said I messed up, I meant it. I didnt indicate anywhere I wanted NGC to grade it as a mint error at all.

I’m still stuck on them grading the coin, but not noticing this huge glaring black spot. How? I am very well misunderstanding the process here, but that’s how I read the original post.

I gave no indication there was anything wrong with the item. I realized this early on, but after they had been received. I called NGC and did inform them of what I wanted, but once received it cant be changed I guess.

I do not see any surface lamination issues in the close-up images you have posted on this thread

I agree with Paul. The better pics make this look like it's just a surface stain.

Well, we wont know unless I send it back in, and thats not gonna happen.
Doesnt seem like a stain, but its hard to tell now that its in the holder

The outside of the black is rusty, that wont happen with a stain will it?

The presence of what looks like rust (or is) does not mean the rust came form the coin itself. Rust can be deposited on a coin (like when rust wipes off of a nail onto your hands). Or rust can be the result of some "rustable" foreign substance that was on the coin.
