1983 P Nickel. Brockage or PMD error on obverse?

I’ve had some tell me just a beaten up nickel. I think they’re wrong. I think it’s a brockage error on the obverse. What do you all think?

Thanks. I mean I think it’s a mint error because of the
Concaveness of the reverse

I agree. That REV being normal, which it would not be if the coin had been beaten up outside the mint, is the clue.
