It looks like environmental damage from being in the ground. Not a DDO, there are no DDO's listed for 1916. And there would be no way to tell with the damge to this coin.

Here is a way to find immediate answers when finding something you suspect is a doubled die, RPM, or OMM:
Please click the following link:

Immediate Answers - How to find your Doubled Die or RPM online

Note:
If you do not find an EXACT match to your coin listed using this easy method, then you most likely have a damaged coin or other issues like (non collectable) machine doubling, die deterioration doubling, etc. (look these up at error-ref.com)
Common grading company shortcomings & resulting co$tly mi$take$ to collectors (using Kennedy No FG halves):

But don't the numbers on the 1 and 9 look like it was repunched or stamped?

No they don’t and that can’t happen during the minting process either. You can see things in coins that are this damaged. It’s called pareidolia.

It amazes me no matter how many times I've watched the Mandatory videos. I still end up doing things he said not to do or make up like I did. I apologize for wasting time. 😅🙏🏻
