1928 $2 bill

I'm confused by this Bill. To me this may be an ink error. But it may also be Post printing damage. Can anyone help me out?

As to your bill, I believe it is just staining from circulation.

I apologize for not being clear. Yes, I am asking if the red satins on the bill may be ink t the tme of printing, or stains from circulation.

Almost looks like a dye pack went off on it. I am not saying one did.
