Sorry for your losses.
This coin is heavily stained and what appears to be very dirty. There is NO error here.

This coin looks like it has environmentally damaged (PMD). It is not an error coin at all, seeing this could not happen at the Mint.

Just staining from circulation/environment.
Common grading company shortcomings & resulting co$tly mi$take$ to collectors (using Kennedy No FG halves):

There is absolutely nothing in the Minting process of coins that could in any way cause this, thus Post Mint Damage (PMD).

While this situation is new to you, it is not new to anyone who has been around the coin hobby for very long. We see stained coins like this all the time and a lot of people come here with stained coins wondering about their odd colors.
As has been said, if you know the minting process, there is nothing that would make a coin looking like this. Legitimate metal errors are night and day difference, which is why we can confidently tell you this is not a mint error and not worth more than face value.
While the weight you have listed is slightly above typical tolerances, some of that could be the foreign matter on the surface adding to it. Even if the extra weight is not from that, coins slightly outside tolerances are not a are enough thing for them to bring a lot of value. Damaged coins like this one especially are not of interest to people in the hobby who know what they are doing.
BTW - if you want to make dead sure, and at the same time find out you have been given the right information, then go ahead and pay the approximate 60.00 it would take to have PCGS look at this for you.
You will get back your quarter in what is known as a body bag (they will not put it in a slab, labeled as damaged. And no matter how hard you try, they will not explain why they called it this. They are totally unaccountable.
We have tried to help you, and hope you will take the advice you came here seeking from experienced coin collectors who have pout a lot of time and effort into knowing what is collectable and what is not.
Sorry, this is not a mint error, it is not collectable, it is not valuable, but you have learned from it that the minting process is not 110% perfect (possible slightly overweight), and coins can have their color changed by exposure to chemicals int he environment. In fact many a car cupholder coins can be found that look very similar to yours.
